    Key Highlights

    • An interministerial decree published on March 25, 2026, established Brazil’s National Policy for Prevention and Combating of Sports Results Manipulation (PNPEMR)
    • The initiative unites the Ministries of Sports, Finance, Justice, and Public Security in a comprehensive government strategy
    • Licensed betting companies must implement real-time monitoring technology to identify and immediately report irregular wagering activities
    • Federal Police received expanded jurisdiction to pursue sports manipulation investigations, particularly in interstate and cross-border scenarios
    • Implementation oversight falls to a new Steering Committee operating under the Ministry of Sports, featuring diverse stakeholder participation

In a decisive move to safeguard its expanding sports wagering sector, Brazil’s federal administration has introduced comprehensive legislation targeting match manipulation. Published on March 25, 2026, Interministerial Ordinance No. 1 establishes a nationwide framework dedicated to eliminating corrupt practices in competitive sports.

The initiative, formally designated as the National Policy for the Prevention and Combating of Sports Results Manipulation (PNPEMR), represents collaborative action among four government departments: the Ministries of Sports, Finance, Justice, and Public Security.

With Brazil’s sports wagering sector experiencing explosive expansion, authorities recognized the urgent need for robust safeguards and transparent regulatory structures throughout the industry.

Mandatory Compliance Standards for Wagering Companies

The legislation assigns the Ministry of Finance primary regulatory authority over Brazil’s fixed-odds betting sector. This consolidation creates a single point of accountability for market governance.

Licensed wagering platforms must now satisfy stringent operational requirements. Companies are obligated to deploy sophisticated monitoring infrastructure capable of identifying anomalous betting behavior immediately.

Upon detecting indicators of possible manipulation, operators face mandatory disclosure obligations to government agencies without delay. This transforms betting companies into essential watchdogs within the integrity ecosystem.

The PNPEMR establishes four foundational components: regulation, prevention, monitoring, and enforcement.

The regulatory component establishes uniform protocols for flagging questionable activities. Prevention initiatives emphasize adopting globally recognized integrity standards and fostering ethical competition.

Monitoring encompasses persistent market surveillance facilitated through information exchange with domestic and global integrity organizations. The enforcement element demands synchronized action from law enforcement to dismantle organized criminal operations.

Expanded Authority for Federal Law Enforcement

Primary enforcement responsibilities fall to the Ministry of Justice alongside Brazil’s Federal Police. The ordinance explicitly authorizes Federal Police to lead investigations into sports manipulation schemes.

This authority proves particularly critical when addressing cases spanning multiple states or involving foreign elements. International match-fixing conspiracies have emerged as an escalating threat globally.

Authorities intend to leverage cutting-edge investigative technology. Analytical platforms will be implemented to identify unusual financial transactions and aberrant wagering patterns.

These capabilities target increasingly complex fraud operations thriving in digital gambling platforms. The technological emphasis acknowledges the sophisticated nature of contemporary manipulation networks.

The Ministry of Sports will convene a dedicated Steering Committee to coordinate the policy’s execution. This governing body bears responsibility for managing the PNPEMR’s practical implementation.

Committee membership will encompass delegates from athletic organizations, law enforcement divisions, and authorized betting operators. Among its principal responsibilities is ratifying the official Action Plan governing policy execution.

This multi-stakeholder architecture unites governmental and commercial entities. The design ensures coordinated efforts among all parties invested in protecting competitive integrity.

Through the PNPEMR, Brazil seeks alignment with international benchmarks for sports integrity protection. Numerous nations have recently implemented comparable inter-agency frameworks addressing match manipulation.

Formation of the Steering Committee and ratification of the comprehensive Action Plan represent immediate priorities as the Ministry of Sports advances the policy’s deployment.
