Nearly two years following the rollout of Buenos Aires province’s youth gambling addiction response strategy, a regional legislator is demanding accountability.
Provincial Deputy Valentín Miranda has submitted an official information request to Governor Axel Kicillof’s administration regarding the Comprehensive Plan to Tackle Problem Gambling Among Adolescents, which debuted in July 2024.
Miranda seeks clarification on whether the program remains operational, who oversees its implementation, and the frequency of coordination meetings among participating agencies.
The strategy was originally unveiled by multiple high-ranking provincial authorities, including Health Minister Nicolás Kreplak, Security Minister Javier Alonso, Justice Minister Juan Martín Mena, then-Education Director Alberto Sileoni, and Gonzalo Atanasof, who heads the Provincial Lottery and Casino Institute.
During the program’s launch, provincial officials stated the initiative would integrate seven government ministries and provincial agencies. The collaborative effort was designed to synchronize healthcare services, educational outreach, and enforcement actions addressing the surge in teenage online betting.
Miranda acknowledges widespread political consensus recognizing youth gambling as a significant concern. However, he contends that measurable evidence demonstrating the plan’s impact remains virtually nonexistent.
Deputy Requests School Data and Treatment Program Metrics
The legislator has requested comprehensive information regarding investigations, research studies, and public policy measures connected to the program. He particularly wants clarity on the General Directorate of Culture and Education’s involvement in tackling this challenge.
Miranda has specifically inquired about educational awareness initiatives conducted in schools and whether educators have received specialized training to identify gambling-related issues among their students.
He has additionally requested statistics concerning treatment and support services available to adolescents struggling with gambling addiction. This encompasses figures on the number of individuals assisted and the extent of family engagement in prevention and rehabilitation efforts.
Another significant issue Miranda has highlighted involves the absence of official data tracking minors’ participation in online betting platforms. He noted this information deficit undermines officials’ capacity to execute their responsibilities effectively.
Miranda characterized his inquiry as collaborative rather than adversarial. He emphasized that all political factions recognize the urgency of combating adolescent gambling addiction and expressed his desire to facilitate progress on this front.
“We are counting on the promptness of the executive branch’s reply to our queries,” he said.
Approved Gambling Commission Remains Unestablished
Earlier in 2024, during the initial session of the Buenos Aires Congress of Deputies, legislators authorized the establishment of a Commission on Gambling, Lottery, and Prevention of Gambling Addiction. This commission was intended to examine legislative proposals concerning gambling regulation.
Opposition legislators report that the commission has yet to be constituted. This postponement has blocked progress on multiple bills designed to address underage gambling participation.
Among these stalled proposals is legislation that passed through the Addiction Prevention Commission in November 2024. That bill consolidated several opposition deputy proposals targeting youth gambling issues.
Miranda has emphasized the extensive damage inflicted by underage gambling. He noted the addiction compromises teenagers’ financial stability, family relationships, social connections, academic performance, and future career prospects. He further stated it contributes to both physical and psychological health complications.
When the prevention strategy was initially introduced, Government Minister Carlos Bianco explained it was developed under Governor Kicillof’s directive to support teenagers and regulate gambling operations.
Health officials at that time presented findings from a June 2024 study involving 434 high school students. The research discovered that 34% of respondents had engaged in online gambling at least one time.
Proposed interventions at the program’s launch included school-based educational campaigns, educator training programs, blocking gambling website IP addresses on school networks, biometric age verification technologies, and enhanced advertising restrictions.
