    Key Highlights

    • PlayCity, Ukraine’s gaming oversight body, introduced a web-based reporting mechanism enabling residents to submit complaints about unauthorized gambling advertisements
    • Citizens can submit evidence including hyperlinks, images, and recordings from various channels such as digital platforms, television, radio broadcasts, and billboard displays
    • An automated archiving feature captures temporary content like social media stories before they disappear, preserving evidence for regulatory examination
    • Penalties for violations reach ₴5,188,200 (approximately $120,000), while PlayCity collaborates with major platforms including Meta, Google, TikTok, and YouTube to remove prohibited content
    • Since replacing KRAIL in June 2025, PlayCity has collected close to ₴80 million (roughly $1.8 million) through enforcement actions

Ukraine’s gaming oversight authority has introduced a significant initiative aimed at eliminating unauthorized promotional content from the nation’s gambling industry. PlayCity, the organization tasked with monitoring betting operations, has unveiled a web-based system enabling everyday citizens to report unlawful gaming advertisements.

The digital platform is currently accessible via PlayCity’s main website. It transforms what was formerly a cumbersome, document-intensive complaints procedure into a streamlined web form.

People begin by identifying where they encountered the advertisement. Available categories encompass social networking sites, internet pages, broadcast television, audio broadcasts, public signage, and additional distribution methods.

Next, individuals can attach corroborating materials. These may consist of web addresses, photographic captures, or recorded footage of the problematic material.

    Platform Mechanics and Evidence Collection

After submission, all documentation gets preserved within PlayCity’s database. Those filing reports receive electronic correspondence tracking their complaint’s status throughout the evaluation phase.

A notable capability addresses ephemeral digital content. Social platform stories, for instance, typically remain visible for only one day.

When someone provides a story link, the platform immediately archives it. This ensures PlayCity personnel can examine the material long after its online availability ends.

“We continue to digitalize processes in the field of gambling regulation and make interaction with PlayCity even more convenient,” the regulator said in a press release last week.

Every submission undergoes preliminary assessment by PlayCity to establish whether the promotional content breaches national regulations. Upon confirmation of infractions, the authority can mandate content removal from social networking services.

Accounts that consistently distribute illegal gaming promotions face potential permanent closure. Should PlayCity encounter difficulty identifying violators, criminal investigators may assist in tracking down responsible parties.

The authority possesses enforcement powers permitting monetary sanctions reaching ₴5,188,200, equivalent to approximately $120,000, for unauthorized gambling marketing.

Comprehensive Enforcement Strategy Against Unauthorized Promotions

PlayCity has simultaneously established direct cooperation agreements with leading technology companies. Current collaborative efforts involve Meta, Google, TikTok, Twitch, Viber, and YouTube to restrict distribution of unlicensed betting material.

During the previous month, PlayCity revealed a targeted agreement with YouTube designed to eliminate illegal casino advertisements from the video platform.

Through this initiative, authorities removed one YouTube account boasting over 3,000 followers after it broadcast gambling promotions. Another video marketing an unauthorized betting site was deleted from a channel exceeding 133,000 subscribers.

PlayCity represents a fairly recent governmental entity. The organization commenced operations in June 2025, succeeding the Commission for Regulation of Gambling and Lotteries, abbreviated as KRAIL.

KRAIL had been disbanded the preceding year following persistent licensing bottlenecks and antiquated administrative protocols. Ukrainian authorities determined a complete organizational overhaul was essential.

Throughout the eleven-month period following its establishment, PlayCity has operated aggressively. The department has levied approximately ₴80 million, equivalent to roughly $1.8 million, in penalties for unauthorized gambling operations.

Additionally, the agency has transitioned Ukraine’s complete gambling permit system to digital processing via Diia, the nation’s electronic government administration platform.
